Work and study can be important parts of an FCA when the assessment concerns participation and support needs. The report should describe the actual tasks, environment and assistance, rather than draw conclusions from a job title or enrolment alone.
Being employed or studying does not automatically establish that a person needs no disability support. Equally, the assessment should not assume that every person is struggling in ways they have not described.
Understand the arrangement
Relevant information may include the hours involved, travel, the tasks performed and the flexibility available. A familiar role with agreed adjustments can make different demands from a new or less predictable setting.
Describe the assistance that helps. This might include accessible instructions, equipment, support with organising the day or help with transport. Record what the person manages themselves as well.
An assessor should distinguish a difficulty doing a task from an environment that has not provided suitable access or adjustments. Both can affect participation, but they may require different responses.
Look beyond attendance when it matters
Attendance does not show every step required to take part. Preparing for the day, understanding instructions or completing follow-up tasks may be relevant to the assessment.
Some people also need to describe fatigue or changes in other activities afterwards. Include those effects when they occur, with a realistic account of their frequency. They should not be added as an assumed feature of disability.
A reduced schedule may reflect health needs, personal choice, course availability or several factors. The report should establish the reason rather than infer it.
Use relevant evidence with consent
Existing support plans, task descriptions or treating reports may help. A workplace or education contact may be able to contribute observations if this is appropriate and the person agrees.
Ask what information needs to be shared. An employer or education provider may need an account of relevant functional requirements without needing a person's entire medical and personal history.
A general FCA is not automatically a fitness-for-work assessment, a specialist workplace assessment or certification for a particular role.
Funding responsibilities differ
Education providers and employers have responsibilities that are separate from the NDIS. The NDIS may fund eligible disability-related supports, but it does not fund every cost associated with work or study. A recommendation needs to identify the appropriate purpose and pathway.
DSP is a separate system with specific medical, work-capacity and non-medical requirements. NDIS evidence about support needs does not automatically answer those requirements.
Keep the recommendation specific
A useful recommendation explains which activity needs assistance, what the support would do and how it relates to the person's priorities. It should also state any information still needed about the actual setting.
The purpose is to describe the support for participation, not to judge whether the person is doing enough work or pursuing the right type of study.
